AP recommendations at this hour for Page 1:
ARIZONA IMMIGRATION
PHOENIX - Arizona has asked an appeals court to lift a judge's order blocking most of the state's immigration law as the city of Phoenix filled with protesters, including about 50 who were arrested for confronting officers in riot gear. By Bob Christie.
RANGEL-ETHICS
WASHINGTON - The House Ethics Committee lays out 13 alleged violations of congressional ethics and federal law by veteran New York Democrat Rep. Charles Rangel, including failure to report rental income from vacation property in the Dominican Republic. Lawyers for Rangel and the House ethics committee are working on a plea deal in hopes of avoiding a congressional trial. One was struck, people familiar with the talks say, but Republicans indicated it was too late. By Larry Margasak.
US GULF OIL SPILL
NEW ORLEANS -As the oil disappears from the surface of the Gulf of Mexico, so goes a fallback source of income for idled fishermen. Many of those whose fisheries were shut down by the oil spill have found work skimming the oil from the water through BP's Vessels of Opportunity program. But as the crude sinks, evaporates or breaks down, they may be left with nothing to do but wait for their claim checks to arrive and for their fishing grounds to reopen. By Greg Bluestein and Kevin McGill.
AP IMPACT: SPY AGENCY-THE POND
NEW YORK - It was a super-secret spy network, created clandestinely during World War II to be a "truly American" intelligence service. For 13 years, agents using brand name businesses as cover tapped sources that included Nazi officials, Stalinists and even a French serial killer. Tens of thousands of documents collected by the organization's chief were found in a Virginia barn in 2001 and made available to the public in April. They reveal details about the operations and achievements of the network, helping historians tell one of America's more unusual spy tales. By Randy Herschaft and Cristian Salazar.
AFGHANISTAN
KABUL, Afghanistan - The discovery of the body of the second U.S. sailor who went missing in Afghanistan last week deepens the mystery of their disappearance. With both men dead, U.S. authorities remain at a loss to explain what they were doing driving around a Taliban-controlled area 60 miles from their base. By Deb Riechmann and Amir Shah.
HEALTH OVERHAUL-MISSOURI
JEFFERSON CITY, Mo. - Missouri will become the first state to the test the popularity of President Barack Obama's health care overhaul with a ballot proposal next week attempting to reject the core mandate that most Americans have health insurance. The legal effect of the measure is questionable, but its expected passage could send an ominous political message to Democrats seeking to hang on to their congressional majority in this year's midterm elections. By David A. Lieb.

IRAQ
BAGHDAD - Al-Qaida militants briefly plant their black flag in Baghdad during a midday attack that kills 16 Iraqi security troops. The assault, one of a series of attacks that kill 23 security troops across the country shows that the insurgents are trying to make a comeback. By Rebecca Santana.
