How do teachers propose we assess student progress?

I think that it would be helpful if the teachers unions would put forth at least a thumbnail proposal explaining how they would go about measuring a student’s progression through the academic curriculum. I would be at a loss to gauge “imagination” or any of the other vague benefits of less testing. Perhaps a study of all of the countries that are ahead of the United States in their educational efforts would also be helpful.
