U.S. military should not surround China

In response to the article in The News on Aug. 21 regarding the U.S. plan to build air bases and military ports to encircle China, isn’t this an act of war?

Why would we want to encircle China? What if another nation started encircling the United States? Wouldn’t we be concerned and act to protect ourselves? Does this have anything to do with the United States owing billions of dollars to China?

I urge people to contact their congressmen and ask them to oppose this act.
