State could make life difficult for Senecas

I have just about had it with the Seneca Nation. My solution: No American traveling the New York State Thruway or Routes 5 or 20 will be permitted to cross sovereign territory. There are other routes to take. They may be longer, but are safer (penalty of arrest).

No sovereign-nation person, living on sovereign land, will be permitted to travel on New York State territory. No sovereign-nation person will be allowed back onto sovereign land through New York State highways (penalty of arrest for both parties). This can be rectified by a new treaty.
