ELLICOTTVILLE—A Conewango Valley teenager was charged with second- degree harassment Monday by a Cattaraugus County sheriff’s deputy following a school bus incident.

The officer said Ross Sowrey, 18, was harassing another student on the BOCES bus headed to Randolph Central School, goading him into a fight. When they returned to school, the other student reported the incident to School Resource Officer Deputy James Grice, deputies said.
