Streamlined site plan reviews aired

The Evans Town Board conducted a public hearing Wednesday night on a proposed law to streamline the review of site plans.

The law would amend both town code and a previous law from 1987 to create criteria for a waiver of full site plan review. Projects meeting the stipulations and receiving approval from a waiver committee would not have to submit to the full site plan review — until now, mandatory in all situations.

Two local residents offered comments during the hearing.

Marie O’Connor, of Lakeshore Road, said she was concerned about the language of the law and the elimination of the full site review for certain projects.

“I feel that the provision of the waiver should be resubmitted in a clearer form,” said O’Connor, who called the law’s language vague.

She also said that the elimination of mandatory full site review for certain projects eliminates a basic system of checks and balances to which Evans residents are entitled.

“These things may seem minor,” said O’Connor, “but they may have major consequences to other people.”

A resident of Larkin Road in Derby made comments in favor of the proposed amendment.

The amendment, when used properly, he said, would make the process much more effective.

“To send a small-business man for a site plan review of a 30-by-30-foot addition is unnecessary and expensive,” he said.

However, he also expressed concerns over the language of the law, stating that the law seems to require all sites to be visited by the waiver committee instead of just projects looking for waiver certification. In other business, the board:

Announced a public hearing for 7:20 p. m. July 15 in Evans Town Hall on a major retail development involving Wal- Mart, proposed for a 20-acre site at Route 5 and Lake Street. Currently, Jubilee Foods and Evans Veterans of Foreign Wars Post 5798 occupy three acres of the parcel, owned by Grandview Associates.”
