Man charged with DWI after hitting disabled car

A Cheektowaga man was charged with driving while intoxicated Friday night after he struck a car while that car’s owner was changing a tire on Route 16 in Holland.
The man with the flat tire was not injured.
Authorities said Charles J. Anderson, 42, of Ivanhoe Road, who was arrested at the scene, refused to take a Breathalyzer test.
He was released to a relative and was to return at a later date to be arraigned in Holland Town Court.
