Newstead OKs rules for complex

The Newstead Town Board adopted two resolutions at its reorganizational meeting Monday pertaining to building a public works complex with the Village of Akron.

The three-part first resolution states:

• The 22-acre vacant site at Clarence Center and Hakes roads, on which it has a purchase option for $185,000, “is the preferred site” for the estimated $3.9 million project.

• Supervisor David Cummings and Akron Mayor Carl Patterson are authorized to advertise for design and construction management services for the above location.

• The town plans to enter into an intermunicipal agreement with the village for operation of a joint facility. The language of that agreement is still undergoing some minor revisions. The Akron Village Board during a work session Monday suggested some minor changes in wording to the document, which it otherwise signaled it was in agreement with.

The second resolution authorizes Town Attorney Nathan Neill and Village Attorney Daniel Shonn to order an environmental status report from Environmental Audits on the site, at a maximum cost of $1,800.

The vote on both resolutions was 4-0. Councilman Justin Rooney, whom Cummings reappointed as deputy supervisor for 2009, was absent from the meeting.

Among nearly 63 motions or announcements relating to town reorganizational business, the board made a few new appointments for 2009, including Adam Burg, Cindy Schilling and Angela Earle to the Recreation Board; Don Kreher Jr. to the Assessment Committee; Joseph Kowalik as a part-time building inspector; and Paul Leavitt as a part-time employee in the Highway Department.

The board also authorized new petty cash funds of $100 each for the recreation and senior center directors.

Pay rates were established for three boards: Planning Board, members at $40 per meeting and the board chairman at $2,400 annually; Zoning Board, members at $25 per meeting and the chairman at $30 per meeting; Assessment Review Board, members at $50 per meeting and the chairman at $125 per meeting.

The board’s next regular meeting will be at 8 p. m. Monday.
