PILOTs OK’d for Ceres, Haeberle Plaza project

WHEATFIELD — The Niagara County Industrial Development Agency board has given final approval to a pair of property tax breaks Wednesday.

Ceres Crystal Industries won a 15- year payment-in-lieu-of-taxes, or PILOT, arrangement for a $5.4 million, two-stage expansion of its plant on Liberty Drive in Wheatfield. The company , which produces cubic zirconia for the world jewelry market, expects to add 25 jobs within three years.

The IDA board also approved a 10- year PILOT for 1093 Group, a holding company owned by Buffalo developer Carl Paladino’s Ellicott Development Co. The company plans to buy the Haeberle Plaza on Portage Road in Niagara Falls for $3 million, and will invest more than $5.6 million in a makeover of the shopping center.
