Manager of bridge commission leaves

NIAGARA FALLS — The general manager of the Niagara Falls Bridge Commission suddenly left the agency’s top job Monday, a commissioner confirmed Tuesday, but she wouldn’t say if Thomas E. Garlock quit or was fired.
Garlock has been replaced by an interim adviser who will oversee the agency’s daily operations until the position is filled, said Norma I. Higgs, vice chairwoman of the commission.
Higgs would not discuss the reason for Garlock’s departure.
“He’s no longer our general manager,” Higgs said. “It was a personnel decision, and that’s all I can say.”
Garlock, a Lockport resident who had headed Bridge Commission operations for almost eight years, did not return calls seeking comment.
Higgs said the decision was made during the closed portion of a regular meeting of the board of commissioners Monday.
She said she expects a search to fill Garlock’s position will take several months.
“There will be a regular search in both countries,” Higgs said.
The binational bridge commission operates the Rainbow, Whirlpool Rapids and Lewiston-Queenston bridges.
Before joining the Bridge Commission in November 2000, Garlock was director of communications for the agency that operated New York State’s wholesale electricity market.
