What are other cities doing?
Youngstown: Shrinking, not growing, but with a plan and goals. The city’s 2020 plan discourages investment in certain neighborhoods and assumes some may not exist in 25 years.
Flint, Mich.: Land banking is the strategy in this Rust Belt city. With the help of its county government, Flint is gobbling up vacant property as part of a redevelopment strategy that focuses on reusing that property.
Rochester: The acquisition and rehabilitation of vacant housing is the centerpiece of this city’s strategy. The program is the result of a partnership between the city, private lenders and several nonprofit groups.
