ALBANY -- Democrat Mark Poloncarz raised more than four times the campaign dollars brought in by Republican Chris Collins the past three weeks, but the GOP incumbent Erie County executive has far more money on hand to spend in the final days of the bruising campaign.

Over the 20-day period ending last week, Poloncarz raised $194,000, at a clip of nearly $10,000 a day. Collins reported Friday that he raised $47,000 during the same period.

But Collins ended the reporting period with $853,000 on hand, whereas Poloncarz had $249,000. The cash difference means Collins will have a far deeper war chest to unleash a last-minute advertising and get-out-the-vote blitz.

The financial numbers for Collins were made public Friday, but the fundraising and spending efforts by Poloncarz in the final disclosure report before next week's elections wasn't made available by the state Board of Elections until Monday.

Unions accounted for 20 percent of the money flowing to Poloncarz over a 20-day period ending last week, while a lineup of current and former local, state and federal Democratic politicians sent money to try to defeat Collins.

If the race is attracting attention beyond Erie County because of the supposed interest by Democratic Gov. Andrew M. Cuomo in seeing an end to Collins' political career, the new numbers don't show it.

Only $14,000 of the money Poloncarz raised during the period came from beyond Western New York, and two-thirds of that out-of-town funding was given by two major unions -- representing construction workers and public employees -- in Albany and Washington.

The help from other politicians to Poloncarz was all local. Rep. Brian Higgins donated $100, while former Rep. John LaFalce contributed $2,000 from his leftover congressional campaign fund. Former Buffalo Mayor Anthony M. Masiello, a partner in a Buffalo lobbying firm that has had business dealings before the county on behalf of clients, kicked in $1,000 from his former mayoral account. Masiello, out of office almost six years, still has $437,000 in his old campaign fund.

With a heftier bankroll, Collins also outpaced Poloncarz in the spending category during the past three weeks. His report showed $465,000 spent in the 20-day period. Poloncarz spent $139,000 -- 85 percent of which went for television ad production and placement by SKDKnickerbocker, a politically wired Washington-based consulting and media firm whose clients range from proponents in this year's successful gay marriage battle in New York to gambling companies to Democratic politicians across the country.

The single largest contribution to Poloncarz in the past three weeks was $15,000 from the Building and Construction Trades Council, a union umbrella group. He got $7,000 from the local and international union representing some county workers and $6,000 from the Buffalo PBA political action committee.

Corporate donors included $5,000 apiece from Great Lakes Building Systems in Buffalo and Northwind Insulation in Orchard Park. Individual donors included $5,000 from David Cloy of DWC Mechanical in Cheektowaga and $5,000 from James Egan, Poloncarz's campaign finance director who previously gave him $10,000. Another large donor, and one of the few out-of-town contributors, was Jason Walthall, a San Francisco business consultant, who donated $3,000.

Stefan Mychajliw, a Collins spokesman, said the $249,000 balance for Poloncarz reported to the Elections Board has been lowered by another $125,000 in a television advertising purchase that came after the disclosure report's deadline. The Collins campaign does not believe Poloncarz has enough money left on hand for a major enhancement of its advertising efforts in the closing days of the race.

But Peter Anderson, a Poloncarz spokesman, said, "We stand by the filing that was submitted to the board Friday."

As for the Collins campaign suggesting Poloncarz does not have enough cash for a major uptick in its ad wars, Anderson said, "He can believe what he wants."

The new filing also shows the continuation of an unusual, "in-kind" contribution: the nearly $1,000 per week salary payment of Jennifer Hibit, the campaign manager for Poloncarz, by 1199 SEIU United Healthcare Workers East, the Manhattan-based health care workers union.

Lisa I think the unions are the only things left interfering with corporate profit margins. If the 1%ers can completely destroy unions they can pay even lower wages and increase the demands they've been putting on the so called lucky ones who still have a job. If half the people where you work got laid off I will guarantee you their work is being added onto the ones remaining and there is no extra pay for it but they are all supposed to be thrilled to have work. Greed is the crack of the corporatocracy. There is never enough profit, they can never screw workers out of enough benefits, dump too much work on them or cut their wages too low. Wonder why the migrants here illegally seem to be a lot nastier ? The same game is going on in Ag. These places don't want to pay a decent wage to these guys so they ones who are the most desperate are the ones coming here to pick stuff and commit crimes when they run out of stuff to pick. Treat workers like they are worth something and they will behave like they are. As far as the brainstorm GOP talking point is concerned : No I have never been hired by a poor guy but I knew a rich guy who spent a lot of his money helping others. His favorite quote was From those who've been given much much will be expected. That's just class, not vulgar lowbrow bottom line loving capitalism. And where are all the jobs these great citizens have created with their 10 years of tax breaks? They created squat and they are sitting on their money because it owns them they don't own it. Shoot me if I ever care that much about money, ever. Life is too short and you aren't taking it with you anyway.

Why the bash on unions? There is nothing wrong with unions and you all should know that from your history lessons. Unions are comprised of people. Normal, everyday, working people. They actually have very little bargaining power anymore which by the way correlates directly with the severe financial crises we've been having since Reagan deregulation. The less power the unions have had the richer the wealthiest 1% of corporations and individuals have gotten--they've taken most of the wealth for themselves as unions lost the power to stage large scale strikes against big business.

Further, Mr. Poloncarz is not beholden to unions by any means--why would the Republican Buffalo News officially endorse him if they thought that? And they would be the ones to really know, not some of the Collins staffers posting here.

Well if arrogance is what gets the job done I'll take that any day of the year. Again unions care only about unions and not every Republican/Conservative is rich so we can stop with the class warfare. We can also stop with saying that Republicans don't care about people and only the democrats do its a great talking point that you hear everyday on the Liberal station. Here is a talking point from the Conservative side "have you ever been hired by a poor person"? I have alot of respect for the places that are creating Public Sector jobs that includes the financial institutions and businessmen like Collins. Everybody is blaming the banks but, not the government who forced them to make the loans. If you vote for Mark you deserve what you get and that will probably be another hard control board.

DAWN GENERAL, BUFFALO, NY on Tue Nov 1, 2011 at 08:04 PM

"productive class"???? Who is that? Hedge fund managers and the financial sector that ruined this nations economy? Businessmen like Collins who run companies like east side slumlords, cutting jobs, stripping wages and benefits, then flipping them for a quick profit? Insurance salesman and stockbrokers selling a product that bets against yourself? I guess the men and women who teach your children, police your street, save your life in the trauma unit, and protect the vulnerable aren't part of that class. The repugnancy of Collins and his agenda is surpasses only by the arrogance and selfishness of his apologists.

GREG BELL, AKRON, NY on Tue Nov 1, 2011 at 05:06 PM

I'm part of the 53% and I support Chris Collins.

Mark P is nothing but a liberal Lawyer who as we can all see now will be beholden to the public employee unions who have led this area into 50+ years of straight decline. There is very predominant correlation between the rise of PE unions in WNY and the decline of its population and the decrease of private sector jobs. Every plan Mark P has involves spending more and giving more away to those who work for govt, not those who pay for govt. But yet, he hasnt once said how he will pay for the increases. Mark P has no new ideas, hes answer is to return to the govt glory days of the 70s where the productive class suffers and those close to govt thrive.

If you want to continue this decline, please by all means pick Mark P as your County Exec. If you want to keep your property taxes lower and right size (not eliminate) the size of govt please by all means vote for Chris Collins.

It's really funny that the News media here in Western New York writes stories but leaves out important facts when doing their own homework. $800,000. dollars of the money that Collins raised where a personal loan to his own campagin fund during his last election. He has not repayed this money back yet, but some day he plans on paying himself back. Mark Poloncarz has raised his money from small donors mostly here in Erie County. Out raising Collins in the last 20 days by almost 4 to 1. Many donors equals many votes of support. I look forward to Poloncarz's named being called on election night & then we will have a real County Executive who cares about all of the people and not just a few.

If the voters of Erie County are more interested in campaign finance than the actual issues, they deserve everything they get.

collins donors, are the rich people, from, the suburbs. plus himself, and appearantly, the new mayor brown. every time, there, is a comment, in collins, favor, it is from clarence, williamsville, or west seneca.(not just as a mailing address, like me) i think me hagler, that makes it obvious he thinks, he's better, then lower income people, should, come on 2 the inner city. come watch the football games, at the old rockpile, this weekend. the people there have better, manners, then, the high, income people. collins took day care, away from working mothers! he has not put a penney, into the inner city. he cut 2 the front, of the parade, in lancaster!
isn't it funny, the rich people, don't like unions. i never belonged 2 one, but, i respect what they do. the lady, that said she liked fox noise, should check how many violations, they have 4 fake film, or old film. the good guys, will win no matter what the mayor, does
