Water district to be focus of special session

FREDONIA — The Village Board will hold a special meeting at 6:30 p. m. next Tuesday on the possibility of pursuing formation of a regional water district in the Chadwick Bay area.

The board voted Monday to meet next week and discuss and possibly take action on a resolution to join six other communities in seeking a state grant to further study a regional water district.

The other communities are the City of Dunkirk, the Village of Brocton and the towns of Pomfret, Dunkirk, Portland and Sheridan. Two Chadwick Bay communities — the Village of Silver Creek and the Town of Hanover — would not be included in the project because they purchase their water from Erie County.

Trustees Susan Mackay and Joseph Cerrie asked that the proposed resolution be tabled so Trustees Adam Brown and Jacqueline Penfold-Williams, who were absent Monday, could be included in the discussion and possible action.

The grant application to the state Department of State would be for a total of $400,000, but $40,000 of that would be put up by the participating communities if the grant is approved. The money would support continued study, legal work, engineering design and community relations in forming a regional water district.

If the board votes to join the other communities in the grant application, Mayor Michael Sullivan said, the vote would not mean the village would be committed to inclusion in a regional water district. A “yes” vote would support further study of the concept, only committing the village to its share of the $40,000 if the grant is approved.

Sullivan did say, however, that a regional water district would help keep water prices at affordable levels because costs would be spread among a larger customer base.

A second meeting set for next Tuesday will start at 6:15 p. m. in Village Hall. At that time, Mackay will ask the Fredonia Zoning Board to begin review of the village’s current law regarding front-yard parking in residential areas.

The board approved a contract with the village’s Professional Firefighters Association Local 2931 regarding terms and conditions of employment for the period from June 1, 2008, to May 31, 2012. The average increase in wages over the four-year agreement is 3.1 percent.
