Genesee County fills agency board set up to help fund nonprofits

BATAVIA — The Genesee County Legislature on Thursday completed appointments to the board of directors of the Genesee County Funding Corporation, a new agency designed to help nonprofit companies.
Appointed to the six-member board were Lynn N. Freeman of LeRoy, president of the Genesee County Chamber of Commerce; Hollis D. Upson of Batavia, a county legislator; Maureen Marshall of Elba, owner of Torrey Farms; and Andrew J. Wormuth of Elba, CEO of Agricultural Development Services.
Last week, the Genesee County Economic Development Center (GCEDC) named its chairman and vice chairman — John P. Andrews and James L. Vincent, respectively — as its two representatives. The new agency is an arm of GCEDC but a separate corporation.
The Funding Corporation will fill a gap in low-interest financing for capital construction by nonprofits. The need resulted from the expiration last year of a similar state incentive of the so-called civic facilities law.
The Legislature authorized the creation of the new agency last month in the hopes that it would begin functioning by the end of the year. The ability to issue bonds to raise money for nonprofits will help the GCEDC in numerous projects planned or under way.
Legislators also approved a memorandum of understanding between the county and the United Memorial Medical Center to participate in a federal discount drug program.
There is no cost to the county but potential savings of $100,000 a year for the hospital. The county is involved because it cares for the indigent through the Department of Social Services.
The memorandum will continue the hospital’s discount prescription plan at low or no cost to low-income residents.
Legislators also:
Awarded a two-year contract with Diamond Detective Agency of Chicago for security services at the county nursing home ($187,931) and the Department of Social Services ($73,561).
Awarded a contract with the West Side Home Care Agency of Brockport to provide in-home health care needs of senior citizens at a cost not to exceed $155,000.
Appointed David Rumsey and Richard Saxton to the GLOW Work Force Investment Board. Rumsey will represent Social Services and Saxton, the Title V Older Worker Program. A renewal for consultant services to the Health Department was awarded to Dr. Bruce E. Baker of LeRoy.
