5 arrested at overcrowded rap concert

NIAGARA FALLS — Five rap music fans were arrested early Saturday after a crowd of people denied admission to a concert in Conference Center Niagara Falls made a rush for the door, Niagara Falls police said.

The concert promoter apparently overbooked the facility and provided insufficient security, said Police Superintendent John R. Chella.

“Things got out of hand,” Chella said. “People got unruly, there were numerous fights and one of our officers got bitten in the leg.”

Officers used a Taser gun and pepper spray to bring some of those who were arrested under control.

“We’ve had hip-hop and rap concerts in the city before, and never experienced problems like this before,” Chella said. “The mayor and the city administrator are setting up a meeting with the Conference Center people so we can try to avoid something like this happening again.”

Police said people became upset when admissions to the rap show were halted because of overcrowding. Some of those who had purchased tickets in advance were told they would not be let in and had to leave the area.

Some people became unruly and rushed the door, attempting to push their way in as others left the facility, police said.

Shortly before 1 a. m., Niagara Falls officers sought assistance from the Niagara County Sheriff’s Office, state and parks police, all of whom responsed to the conference center to re-establish order.

A Buffalo resident was shot with a Taser gun and pepper-sprayed after allegedly biting Niagara Falls Officer Paul Warmington in the leg. He was identified as Raymond L. Skinner, 22, and he faces felony assault and other charges, police said.

“As I understand it, the officer was trying to break up a fight when suddenly he was bitten on the leg,” Chella said.

Others arrested on charges ranging from disorderly conduct to resisting arrest were identified as Tyron D. Williams, 20, of 61st Street; Demetrius M. Caffee, 20, of Jerauld Avenue; Sarah L. Caffee, 28, of St. Catharines, Ont.; and Kristofer D. Harris, 23, of Dysinger Road, Town of Lockport.

The promoter of the concert, a city resident, told police he anticipated a crowd of about 2,000 after advertising on the Internet and in area schools. He said he offered advance-sale tickets, as well as selling tickets at the door.

A room rented for the show was filled well above capacity and the State Liquor Authority was alerted because liquor was served at the event, police said.

Police said they refrained from making more arrests because the crowd was so agitated.

“I’m going to suggest that Conference Center officials talk to the promoter, because he apparently was ill-prepared,” Chella said. “We knew about the concert and put four extra officers on duty in the area, but it wasn’t enough.”
