Convicted scam artist accused in new thefts

NIAGARA FALLS— Randall K. McGovern, described by some as charming, employs his charm quite well — as a scam artist, police say.
McGovern, 39, of 58th Street, who has a track record of convictions for thefts, forgery and criminal impersonation dating back to 1992, is in hot water once again.
On Wednesday, he was in City Court to face charges in several thefts—including a scheme to steal an $8,400 kitchen range by posing as a building contractor, investigators said. He also was charged by state police in the theft of a $20,000 Bobcat track loader.
McGovern was arraigned on two counts of third-degree criminal possession of stolen property, fourth-degree grand larceny, and fifth-degree criminal possession of stolen property. He pleaded not guilty and bail was set at $31,000 cash, or $62,000 bond. He was remanded to the Erie County Holding Center in Buffalo and a return court date was set for Monday.
McGovern is accused of bilking Orville’s Appliances in Orchard Park, arranging for the delivery of an $8,400 range to a housing development in Orchard Park. Police said he accepted the delivery, affixing a “Ciminelli” magnet sign to the side of a pickup. When he placed the order on Nov. 17, police added, he told Orville’s the stove was a corporate purchase for Ciminelli.
Orville’s, authorities said, later discovered telephone numbers they had been provided with were disconnected and nothing had been ordered by Ciminelli.
On Dec. 9, Niagara Falls investigators said they went to McGovern’s house and found the stove, Detective Lt. William Thomson said.
McGovern also is accused of stealing a 2006 Bobcat track loader that was reported missing on June 11 in Tampa, Fla.
State police investigators said McGovern sold the loader to Authentic Iron in Niagara Falls for $10,000, claiming to be doing business as “Buffalo Niagara Associates.”
State police said McGovern placed a stolen Pennsylvania product identification number on the equipment’s license plate.
In Niagara Falls, he is accused of stealing a 46-inch surround- sound television from George’s Appliance on Pine Avenue on June 24. Owner Mark J. Milanovich told police Mc-Govern gave him a check for $2,157 and left the store with the television. However, police said, the check did not clear and McGovern—who told the business he would return to pay up — stopped fielding telephone calls.
Since 1992, police said, Mc-Govern has compiled 44 arrests — 34 of them felony charges — with 28 convictions. Charges have included criminal possession of stolen property, grand larceny, forgery and credit card thefts throughout the area, including in Orchard Park, Boston, Amherst, Lockport and Pendleton.
In 2004, he was convicted of four felonies for making $96,000 in purchases at Home Depot in Niagara Falls, using a credit card obtained under the name of a defunct business.
He was sentenced then to 5z to 11 years in prison.
