Temporary workers’ furlough exemption sparks state unions’ outrage

ALBANY — As Gov. David A. Paterson prepares to start furloughing state workers one day a week to save money until a budget is adopted, temporary workers hired through agencies will not be affected.

“It’s just outrageous,” said Steve Madarasz, a spokesman for the Civil Service Employees Association, the largest state worker union.

CSEA earlier this year released information, obtained via state records, showing the state spent $62 million over a recent 19-month period on secretaries, clerks and other positions through private temporary worker employment agencies.

Unless a budget deal is reached or unions agree to concessions, the governor next Monday will begin furloughing about 100,000 executive branch employees one day a week until a 2010 budget is approved.

Tuesday, he said non-union, management- level employees would not be affected because they have gone without raises for two years.

Wednesday, the administration confirmed it also would not furlough the agency temps.

Officials said the governor has already sharply cut spending on temporary workers and noted such contractors save the state money and cost the state about $19 million in the past year — compared with about $8 billion on salaries and benefits for executive branch employees.

“We have already put in place a freeze on temporary workers and dramatically cut spending in that area, where CSEA hasn’t contributed a penny to closing our deficit,” said Morgan Hook, a Paterson spokesman, who called the CSEA criticism a “misdirection” to avoid helping the state cut payroll costs to close the deficit.
