Newstead takes steps for public works site

The Newstead Town Board on Monday passed several resolutions relating to the public works complex it is building with the Village of Akron.
One is an amendment to a bond resolution adopted last October that totaled $125,000, which was for site improvements to the 30-acre parcel at Clarence Center and Hake roads.
The amendment provides for bonding over a maximum of 25 years the sum of $2.125 million as the town’s share of the total project, which is estimated at $4.25 million. The Village Board is expected to pass a similar resolution at its Feb. 22 meeting.
Another resolution satisfies requirements under the state Environmental Quality Review Act. The resolution says there is no adverse environmental impact from adding a 9.4-acre parcel owned by the village — its composting site—to a 22.8-acre vacant parcel—which the town and village jointly purchased for the public works complex — and from providing utility services to the entire site.
In another procedural resolution, the town transferred a grant of $102,510 that was for a feasibility study of the project from the general fund to the highway capital fund as part of the funding of the project.
In addition, the board also unanimously approved seeking a $200,000 grant on behalf of the town and village under the state Local Government Efficiency Grant Program for an approximately 8,000-square-foot salt storage barn for the project. The town also will set aside $30,000 in reserves for the salt barn. A similar resolution on reserves is expected to be adopted by the Village Board.
The board approved $29,123 in change orders for Santec Construction for design work on the public works complex.
In other business, the board adopted an agreement requiring the Akron and Newstead fire companies to each appoint a manager and assistant manager to oversee use of the town’s new Geographic Information Systems, or GIS, technology.
The digitized mapping system offers a wealth of information on topography features, such as the location of wetlands; building elevations and floor plans; location of fire hydrants, hazardous materials, utilities, and roads. It also includes a Global Positioning System for quick directions to addresses.
The agreement also includes regulations on use of the GIS, including privacy issues.
The board also approved a $2,500 change order for further design work by Silvestri Architects on the planned addition to Town Hall.
A public hearing was scheduled for 7:50 p. m. March 8 on a determination by the town code-enforcement officer that a single-family home, a garage and a former tavern at 13962 Bloomingdale Road violates the Unsafe Building Law and possibly faces an order of demolition. Owner Angela Manier of Lackawanna will be notified of the hearing.
