Akron winter parking ban clarified by board amid residents’ concerns

Enforcement of the winter parking ban was a main topic during the Akron Village Board’s work session preceding its regular business meeting Monday.

Cars are banned from village streets from 2 to 6 a. m. Nov. 1 to April 1 to facilitate snowplowing. Notice of the ban is published in the local media, said Robert W. Kowalik, superintendent of public works, and all main roads into Akron have the ban posted on signs.

Village officials received complaints recently, including from a 30-year resident of East Avenue, about a flier left on windshields saying the vehicles were in violation of the parking ban.

The East Avenue resident, who attended the board’s regular meeting, said that the flier did not look official and that she thought it was a prank.

She said she has parked on the north side of East Avenue for years with no problem and was unaware of the winter parking rules. Police Chief Richard C. Lauricella said the flier, which was not printed using village letterhead, was used instead of the more official “warning tickets” because they were out of the latter.

The chief added that 34 cars received the warning flier.

“We go above and beyond [in warnings], Lauricella added, noting that the winter parking ban in most communities starts at midnight. Nine vehicles on the north side of East Avenue were tagged with the warning flier, he said, and only one summons for violating the ban was issued on that street.

Kowalik said hilly East Avenue poses problems for plowing. “If a few cars are out there, we have a heck of a time,” he said. “We often go back and plow again.”

The north side, which has no sidewalk, abuts a hill, with long, steep driveways and with stairs that lead to the houses above.

Mayor Carl E. Patterson said the issue is “consistent enforcement” of the parking ban. Lauricella suggested that better signs on East Avenue might alleviate the problem.

In other business, Patterson said he would contact Newstead officials about a written report from Village Engineer Paul M. Bowers on a drainage study done for Akron Airport by Passero Associates. The study, presented to Newstead’s Town Board during its Dec. 21 work session, raised several questions from officials, who generally questioned the effectiveness of its recommendations in dealing with water runoff from the private airport operated by the Christian Airmen.

The airport may be discussed during a joint meeting of the town and village boards Jan. 25 in Town Hall that will follow separate business meetings of both boards.
