The Angola Village Board will spend an additional $25,720 on a water line project, after more pipes were discovered at the Goya Great Lakes Distribution Center.

During construction of the $318,000 project last month, crews discovered two additional 6-inch water service pipes running into the Goya facility on South Main Street, for a total of three.

Village Engineer Donald Gallo said Monday it was necessary to replace the additional pipes to maintain the same water capacity at the distribution center.

Mayor Hub Frawley said the village did not ask the company to pay for the other pipes.

“It’s our water line,” Frawley said. “We just didn’t know [the other two pipes] were there. You have these old water systems where the maps are in guys’ heads from 40 years ago, and they’re all gone now.”

Federal money — from the community development block grant program and the recent federal stimulus package — paid for 91.9 percent of the project, with the village paying for the rest. The village’s share after Monday’s vote now stands at $25,666.

The board also voted to schedule a public hearing for next month on a local law that would strengthen property maintenance requirements for owners of homes and businesses. The law would require that existing buildings reflect a “reasonable level of maintenance.”

The law would make signs of deterioration, such as broken or cracked windows, loose shingles and shutters, and cracked paint, a violation. It’s part of a broader effort by the village to clean up run-down or abandoned property, Frawley said. The public hearing is scheduled for 7:30 p. m Jan. 11, during the next board meeting.

Trustees also thanked departing County Legislator Robert B. Reynolds Jr. for his service. In a proclamation presented by Frawley, Reynolds was praised for his work in Erie County’s 12th Legislative District.
