Alden town clerk put on leave over audit

The longtime town clerk of Alden was placed on leave Monday because of ongoing investigations into town finances.
The town attorney and her lawyer confirmed Tuesday that Dorothy Bycina, 72, who has been town clerk since 1990, is on paid administrative leave.
Town Attorney Jennifer L. Strong said the action was taken because of an ongoing audit by the State Comptroller’s Office, and because of a related investigation by the Erie County District Attorney’s Office.
“People are shocked and very upset,” said Strong, adding that Bycina has a very positive reputation in the town.
Strong said she could not discuss details of either investigation.
Reached by telephone at her home, Bycina declined to comment, referring a reporter to her attorney, John C. Garas.
“I would simply say there are two sides to every story, and we’ll have to see what information the audit produces,” Garas said. “My understanding is it won’t be complete for some time.”
Garas called Bycina a very popular and highly respected office holder.
“She was the top vote-getter of all the candidates in the town elections just three weeks ago,” the defense attorney said.
Bycina will continue to collect her salary, which is in the mid to high $40,000 range, Strong said.
