County control board head to leave at end of year

Robert M. Glaser, chairman of Erie County’s state-appointed control board, said Wednesday that he will leave the board at the end of this year because he expects his business to demand more of his time in 2010.

Glaser, managing partner of the Freed Maxick & Battaglia accounting firm, joined the control board in August 2007 as vice chairman, appointed by then-Gov. Eliot L. Spitzer.

He was elevated to chairman a year later by Gov. David A. Paterson when Anthony J. Baynes resigned.

Vice Chairman Daniel C. Oliverio, a senior partner with the Hodgson Russ LLP law firm, is in line to replace Glaser as chairman early next year.

Under Glaser, county government has continued its slow but steady recovery from the mid-decade financial crisis. The rebound has many partners, including county budget-makers, taxpayers and the control board, whose presence is mentioned by credit-rating agencies when they raise Erie County’s bond ratings.

The control board also is saving the government several hundred thousand dollars in repayment costs by securing some of its short-term loans—a move that first required extensive negotiation between the control board and the county’s elected leaders.

“We made our mark,” Glaser said Wednesday after sending the governor a letter explaining his decision to step down.

Meanwhile, the control board has shot off warning flares about county government’s worsening financial picture starting in 2011, when the Medicaid-related stimulus money from the federal government is expected to run out.

With County Executive Chris Collins forecasting deficits for those years, the control board has asked him for more specifics on how he will address future gaps.

Board members have hinted they may return to a more aggressive “control period,” when they exert more authority over financial decisions, unless Collins gives them a satisfactory four-year plan.

Glaser and the other five control board members serve without pay. The board has seven members when at full strength.
