NIAGARA FALLS – A witness alerted Niagara Falls police when he saw a man breaking into vehicles in the parking lot of an inn in the 400 block of Main Street, just before 6 a.m. Monday.

Niagara Falls Police arrested Richard Royster, 48, of Packard Court, after he was found seated in the rear of a black Chevrolet Avalanche that had the rear window smashed out. Royster was found with a screw driver in his pocket and holding two wallets, which he said were not his.

He was charged with fourth-degree criminal mischief, petit larceny and possession of burglar tools.

The witness identified Royster as the suspect, and the victim said the wallets found on Royster belonged to him.
