OLEAN – Two bond resolutions were approved by the Olean City Common Council on Tuesday night, placing the city in position to borrow nearly $5 million to be spent on two pieces of equipment and road reconstruction.
A fire truck that has been in need of repair for quite some time, according to City Fire Chief Robert Bell, will be retired after members of the Council vote on a bill to replace the mid-1980s model piece of equipment.
The truck has become expensive to repair, according to Bell. The council capped truck replacement at $1,080,000 for the vehicle.
In the same resolution, the council voted to borrow $220,000 to replace the ice resurfacer at the William O. Smith Recreation Center.
“The rink provides a great quality of life, and this is something we need to do to keep the Rec Center a viable ice arena,” Council President, Ann McLaughlin said.
Total bond expenditure is $1.3 million.
A second bond will give the city the funds needed to reconstruct York and Prospect streets. The streets have been on the capital project list for quite some time and have finally come to a point where something must be done to maintain safety on the roadway, according to Works Director Tom Windus.
Work on the streets is to include repairs to sanitary sewer lines, as well as street surfaces, curbs and sidewalks, Windus said.
The total project, between the two streets, has created the need to borrow $3.4 million.
In a related resolution, the council voted to re-stripe West State Street from 13th Street to the city line.
The current pattern has the road as four lanes, two in each direction, and has found its way to being what Police Chief Terry Schnell calls a raceway.
Reconfigured, Windus and his crew will re-stripe the road to be one travel lane in each direction, a turning lane in the center and possibly bike lanes on the edges of both travel lanes.
“We are currently working on estimates on doing the work, but it would be a good traffic control and will also preserve continuity with what we are planning for North Union Street,” Windus said.
