LOCKPORT – Two Niagara County crack dealers pleaded guilty Wednesday in Niagara County Court, and Judge Sara Sheldon Farkas assigned both to the judicial diversion program of court-supervised drug treatment.
Norman E. Koepsell, 59, of Oliver Street, North Tonawanda, and Louanne M. Cyrus, 33, of Spruce Avenue, Niagara Falls, each pleaded guilty to third-degree criminal sale of a controlled substance. Each faces up to nine years in state prison if they fail in the two-year diversion program. If they succeed, their charges will be reduced to misdemeanors with a promise of no jail time.
Koepsell was one of four people arrested in a Feb. 20 police raid on 784 Oliver St. He was charged with selling crack cocaine Jan. 27 and Feb. 5 and 18, and was arrested on two more crack sale charges in the weeks after the raid.
Cyrus was charged with selling crack to a police informant in the Falls May 13 and 20, 2013.
