NIAGARA FALLS – The city School Board on Thursday night approved the sale of the former South Junior High School to a Queens developer planning apartments for “workforce housing” as well as commercial space.

By a 7-0 vote, the board approved the $66,000 sale to CB Emmanuel Realty, which has proposed turning the dilapidated Portage Road property into more than 50 apartments marketed to younger tenants.

Under the agreement, the developer is required to demolish the property even if the $20-million-plus proposal does not move forward, attorney Angelo Massaro said. However, the developer’s obligation to demolish goes away if financing for the project cannot be obtained by the expiration of the agreement on June 30, 2015.

The transfer of property requires approval of voters in a newly scheduled Dec. 4 referendum.
