LOCKPORT – The committee in charge of planning for a Fallen Heroes Memorial in Lockport approved a design sketch and a nearly $150,000 budget for the project Tuesday.

The panel also made plans for its groundbreaking ceremony in Outwater Park at 4:30 p.m. Oct. 29.

The design, drawn up by Phil Lange of Lockport’s Lange Enterprises and Norman D. Allen, city director of engineering and public works, calls for a roughly 100-by-100-foot area of stamped concrete around what is now a nonfunctioning fountain in the park’s northwest corner.

The design will feature 20 panels for plaques bearing the names of Lockport residents or natives who died in military service or in the line of duty as police officers or firefighters.

Allen came up with a cost estimate of $148,875, but warned the committee, “The budget was put together in a hurry, 15 minutes. We didn’t do due diligence.”

But the committee wanted a design and a ceremony in hopes of spurring fundraising. So far, $250 has been donated for the memorial.

It was triggered by the request to rename a city park after Patricia Parete, the Buffalo police officer and Lockport native who died Feb. 2 after six years as a quadripegic following her shooting while trying to break up a fight.

The Common Council rejected the request from the president of Parete’s Lockport High School graduating Class of 1983, preferring to honor all those who died in the line of duty.

The plan envisions 20 plaque walls: both sides of 10 vertical panels to be erected in sets of five on the east and west sides of the memorial area.

Each set of five walls, to be made of masonry, is to be connected by stone benches and a stone overhang.

Lange, a retired architectural designer and builder, called the scene “something that’s very picturesque. These walls will be about eight feet tall.” Lange said he hopes the fountain can be made to run nonstop.

“It could be expanded as need,” said Anthony Sammarco, the committee chairman.

Donations for the Lockport Fallen Heroes Memorial may be mailed or taken to the City Treasurer’s Office, One Locks Plaza, Lockport, NY 14094.
