Town of Lancaster

Lancaster town officials have received a proposal for a 252-unit apartment complex, known as Fairways at Lancaster, for the vacant site of the Harris Hill Golf Center and Carol’s Cafe.

A petition to rezone the site for multi-family residential use was tabled Feb. 5 by the Planning Board. A Genesee Street resident already has complained to town officials about the development’s possible impact on traffic.

The proposal calls for six, 26-unit apartment buildings and a dozen 8-unit buildings on a 27.5-acre site in Bowmansville. Access to the site is from Genesee Street; plans call for a second, emergency access at Anna Drive which would be gated under normal operation.

Councilwoman Donna Stempniak, the town’s liaison to the Planning Board, said the proposal will face close scrutiny. The developer already has submitted a traffic study.

“This is not a done deal,” Stempniak said. “It needed many reviews by agencies. At the end of the day, there’s no guarantee the Town Board will approve a rezone.”

Stempniak and others noted that the town’s master plan calls for preserving the quality of the hamlet. “The fact that they want to come in and build 252 apartments ... I’m taking a hard look at it,” she said.
