David A. Palmer, formerly Erie County Commissioner of Labor Relations, is changing titles within the administration of County Executive Mark C. Poloncarz.
Palmer’s appointment to begin serving as personnel commissioner was announced Thursday. Palmer, who joined the Poloncarz administration as labor relations commissioner in January 2012, had been serving as personnel commissioner on an interim basis since last month. He replaces John W. Greenan, who resigned in early February to serve as chief of administrative services in the Sheriff’s Office.
During his tenure as labor relations commissioner, Palmer was instrumental in negotiating new contracts on behalf of the administration with most of the county’s unions, including the Corrections Officers Unit, the Nurses Association, the Sheriff’s Police Benevolent Association and Teamster’s Local 264. Agreements with the leadership of Civil Service Employees Association Local 815— the county’s largest union— failed to be ratified by the membership, which has been working without a contract since Dec. 31, 2006.
Palmer has 39 years of experience working in labor relations in both union and management positions. He was New York/New England Director of the Communications Workers of America when Poloncarz tapped him to be labor relations commissioner.
