The Elma Town Board presented a proclamation to Trooper Joseph DePlato, a resource officer with the Iroquois School District, for his 10 years of service to the youth of Elma.

DePlato’s job was eliminated at one point due to funding, said Supervisor Dennis Powers, but has since been reinstated. He received the Educator of the Year award in 2010 and the Jamison Road Fire Company award.

“I worked with Joe a lot while he was resource officer. This is no security guard position,” former Supervisor and current councilman Michael Nolan said. “As a fireman I was on the streets with him and others. He has prevented a lot before it happened and gained the respect of the kids. I know my kids were safer with Joe at Iroquois. We were all very upset when funding was cut for the resource officers and worked hard to get it back. He is a valuable part of this community.”

DePlato, who joined the State Police as a trooper in October 1983, was transferred to Elma in the 1990s. “I have raised my family in Elma and love this community. I still have lots of plans to make the school safer.”

Also at the meeting:

• A preliminary use permit was issued for a new Tim Hortons at 2157 Transit Road and to Cadets Federal Credit Union at 1761 Transit Road.

Tim Hortons plans to break ground in August on a 940-square-foot building next to Fishione’s. It would be open 24 hours 7 days a week. The plan were referred to the Planning Board and will appear before the Town Board again on June 18 with preliminary and final site plans. Councilman James Malczewski said he had concerns about traffic backing up on Transit Road waiting to get in the drive-thru. He recommended Tim Hortons consider using part of the 560 plus feet in the rear of the lot for a longer driveway to avoid traffic jams on Transit Road.

• The Town Board approved several permits including a new business use permit for Seneca Mortgage Servicing due to a name change. It was formerly AMS Servicing LLC. A business use permit was also issued for Moog Inc. and Jamison Catering Co. LLC. All three companies above will be located at 611 Jamison Rd., the former Motorola Plant.

• The Board voted to be the lead agency on a state environmental quality review for the 100-foot-wide building.

• A preliminary use permit was issued for Cadets Federal Credit Union at 1761 Transit Road near Kingsley Road. The one-story, 3,000-square-foot building would be 300 feet back in a C-2 zone. Cadets was referred to the Planning Board for a sketch plan review and the Board approved taking lead agency on the project.

• The Annual Storm Water Report will be available on the town’s website for review.

• The Town will meet once a month during June, July and August, holding a work session at 6 p.m. followed by a town board meeting. The board set public hearings for a land conservation easement for the Rupp property on Ostrander Road and a drainage district for Tim Hortons at 7 p.m. June 18.
