FORESTVILLE – Steps to form a water district outside the Village of Forestville along Bennett State Road were outlined at a special meeting last week in Village Hall.
Deputy Mayor Kevin Johnson told residents of the area that they already have received benefits from having water supplied by the village. He said that without the formal agreement of a district, the village cannot have costs for that area in its long-term financing.
Wiliam Borea, of the Chautauqua County Health Department, told residents that the district is necessary for the residents and businesses in that area to continue to receive water from the village system. He said that without a district, the residents would have to drill their own wells.
The water district would be formed with the Town of Hanover. Town Supervisor Todd Johnson said that Hanover board members and their attorney need to become involved to negotiate rates and maintenance of the new district.
Kevin Johnson said he hoped to have a petition prepared for residents of the area to sign in January.
The town supervisor said he thought that preparation in January would be premature as negotiations with the town have not started.
The first step in forming a water district is a formal petition that is signed by 51 percent of the property owners. There are about 20 owners and two businesses in the Bennett State Road area.
Their water line was replaced earlier this year by Forestville due to an emergency break. The small two-inch line was replaced with a six-inch line that also supplies fire hydrants to the area.
Kevin Johnson said the cost of replacing the line was about $200,000. He said if a district is formed within the next few months, that cost can be included in the village’s long-term finance agreement, which allows for borrowing at zero interest for 30 years.
Without a district, the residents of that area would be responsible to seek other methods of financing.
He said that the board will start negotiating with Town Board members and that the town and village attorney will meet to discuss the legal requirements. The deadline to roll all the financing together is March.
