First Niagara Financial Group named Lisa Tatar client account representative in its Buffalo Traditional Commercial Lines Division. Tatar, who brings ten years of insurance experience, most recently was with Brown and Brown.

Tompkins Financial Corp. named Michael Pettinella marketing communications officer at its Batavia Financial Center at 90 Main St. Pettinella will provide marketing and public relations support for the three banks that are part of TFC—The Bank of Castile, Tompkins Trust Company and Mahopac National Bank.

Fidelis Care, a nonprofit health plan, named JoAnn Kelsch director of medical management. Kelsch recently completed a 22-year career with the U. S. Air Force Nurse Corps as a lieutenant colonel. The Charter School for Applied Technologies board of trustees re-elected Karen Kelley, Summit Health Care Solutions, and David Quackenbush, Quackenbush Co., to one-year terms. Kelly and Quackenbush have served on the board since the schools founding in 2001.

The American Association for Long-Term Care Insurance named David S. Bowman recipient of a 2008 National LTCi sales achievement award. Bowman was recognized among the top 100 long term care insurance specialists in the country. He established his own independent financial practice in 2004.
