LOCKPORT, N.Y. (AP) A U.S. and Canadian commission is holding the first of several public hearings on a new proposal to regulate water levels in Lake Ontario and the St. Lawrence River Basin.

The International Joint Commission will meet Sunday evening in Lockport.

It's proposing the addition of new trigger levels that will allow the commission to act when lake water levels exceed or drop below certain levels. The aim is to restore more natural patterns of fluctuation and improve the habitat for fish and animals.

The IJC has said the plan balances the concerns of environmentalists with those of lakefront residents who worry that higher water levels could increase erosion.
