Hamburg Councilman Joseph Collins has announced he is not running for re-election this year.

Collins, a Democrat who was first elected in 2009, has had a turbulent tenure on the Town Board. He questioned the Republican majority from the beginning, and in 2010 the majority barred Collins from attending a board meeting, locked him out of his Town Hall office and discontinued the voice mail on his phone.

He has been charged with harassing several employees and found guilty by the town’s human rights department, and he has been censured by the Town Board several times.

The charges and findings of guilt are rooted in politics, Collins maintains. He said the entire three-member Town Board should be replaced.

“It’s time for a new board, all of us,” he said. “I never was a career politician.”

Collins said he intends to remain active in monitoring town government.
