Returning cars to Main serves no useful purpose

What is the purpose of returning cars to downtown Main Street? Without parking on the street, how will driving past businesses help get people in their doors? Who is going to pay to park on a back street when one can park for free, outside of downtown, at most other places?

The argument for Shea’s patrons being dropped off at the front door also doesn’t matter, because they can be dropped off at the Pearl Street entrance. Some vehicles that are already allowed to drive on Main Street exceed the speed limit, and it will just be a matter of time before someone is hit or killed once regular driving returns.
