DUNKIRK – A new fiscal affairs officer was approved Wednesday at a regular meeting of the Common Council.

Richard Halas was named to the part-time post at a salary of $25,000. He will be required to work a minimum of 25 hours a week.

Tom Taylor, a city resident, questioned the new post and asked where the funding would be coming from to pay for the position.

Mayor A.J. Dolce said the position already is funded in the city budget. He also said that when he came into office, the fiscal affairs position had a salary of $44,000 plus benefits.

Council members agreed to change the original proposition that had listed Halas as an independent contractor after Dolce said the job did not qualify under that category.

The part-time hours will entitle Halas to be in the retirement system and purchase life insurance.

The position was unanimously approved.

In other matters, the Council gave permission for the SCORE organization to run the third annual triathlon Aug. 25.

Sponsors expect to attract 400 participants who will swim, bike and run. An athlete died last year from injuries from a fall in the event.

Dolce announced that the city’s new recycling schedule will begin Jan. 14.
