The Buffalo Sabres’ HARBORcenter Development company has applied to the state Department of Environmental Conservation’s Brownfield Cleanup Program, though the application is not expected to delay redevelopment of the Webster Block.

The program offers tax credits for redevelopment of brownfield sites.

The DEC is receiving public comments on the application, which is available for review at the Central Library, 1 Lafayette Square.

Comments must be submitted by Jan. 11 and can be emailed to David Locey at More information is available at

HARBORcenter’s agreement with the city does not offer contingencies in the event delays are caused because of the project’s inclusion in the state brownfields tax credit program.
