The Common Council on Tuesday met for four minutes and quickly approved a $21 million capital spending plan for 2013, making few changes from what was proposed by Mayor Byron W. Brown.

Added to the budget was $250,000 for new curbs and sidewalks in the five points area on the West Side, at the intersection of West Utica, Rhode Island and Brayton streets.

The Council deleted $250,000 in spending on demolitions and added $450,000 for streets and sidewalks for a net increase of $200,000 over Brown’s recommendation.

The Council will vote to borrow to fund the projects in the spring.
