The Lackawanna City Council will meet at 6:30 p.m. Monday in Council Chambers in City Hall, 714 Ridge Road, to consider an ordinance that would amend the city budget and transfer funds for the purchase of bulletproof vests for the police department.
Public Safety Director Dana Britton made a request at the Council’s Nov. 19 meeting to free up $30,400 to buy the vests, but the request had not been put into the form of an ordinance at that time.
The Council also will consider whether it should grant a business license to Welded Tube, a Canadian manufacturing firm planning to invest $50 million in a new industrial facility at the former Bethlehem Steel site.

• Residents will vote Tuesday in a Lackawanna City School District special election. The School Board is asking city residents to approve $475,000 in bonds for improvements to the McKinley School building at 245 South Shore Blvd. . Four polling locations are open from noon to 9 p.m.
