WESTFIELD – Jock Jeffery Phillips of Westfield and Fort McCoy, Fla., a retired state corrections officer and florist who served as harbor master for Barcelona Harbor, died Tuesday in his Westfield home after a battle with cancer. He was 63.

Born in Buffalo, he was a 1968 graduate of Iroquois Central High School and studied at Monroe Community and Genesee Community colleges.

Mr. Phillips served for 25 years as a corrections officer in the Attica and Wende correctional facilities and in Lakeview Shock Incarceration Facility.

A former Marilla resident, he and his wife owned and operated Midtown Florists in Marilla from 1980 to 1989, when they moved to Westfield.

A member of the Barcelona Harbor Commission for many years, he served as its president and was named harbor master 10 years ago.

An avid sportsman, he enjoyed hunting and fishing.

Surviving are his wife of 42 years, the former Deborah Ann Lippert; two daughters, Robyn Dhali and Jennifer Phillips Russo; a son, Jeffery; and a brother, Robert F.

A celebration of his life will be held at 4 p.m. Saturday in Westfield Firemen’s Exempt Hall, 75 Bourne St.
