LOCKPORT - Laura A. Wagner was named the winner of the Republican primary for Royalton town justice today, after a count of absentee ballots by the Niagara County Board of Elections.

Wagner, a first-time candidate who works as an attorney in the county Social Services Department, edged Councilman James G. Budde 185-183. Former Justice Deborah A. Carpenter garnered 131 votes and restaurant manager Robert A. Wilson 42.

Wagner, a registered Republican, and Budde, a member of the Independence Party, had been tied at 179 votes each after the counting of machine ballots last Thursday.

Budde won the Democratic primary with 67 votes to 38 for Wagner and 34 for Carpenter, a Republican.

Wagner also won the Working Families and Green Party primaries, while Carpenter won the Independence line.
