A kayaker who was the target of a Coast Guard search after his kayak tipped over in the Black Rock Canal near Squaw Island shortly before 5 p.m. Wednesday managed to swim safely to shore with his kayak in tow, officials said Wednesday night.
The Coast Guard had received a report that the kayaker was clinging to a buoy in the canal, not far from the intersection of Niagara Street and the I-190.
