Updated: 11/20/09 9:32 AMThis week, the New York State Legislature is in special session in Albany, a session called by Gov. David A. Paterson to deal with a ballooning state deficit. Gov. Paterson has warned that the state soon will run out of cash to pay its bills, and that taxes and debt are no real answers to this dilemma.
