Cuomo’s financial board will hurt municipalities
The governor’s plan to construct a Financial Restructuring Board (while apparently retaining majority control of appointments to that board) after the state has crippled necessary local funding in its Aid and Incentive for Municipalities (AIM) Program shall have very dire consequences upon municipalities in Western New York.
Additionally, I fear that such a plan’s underlying goal is to primarily negate the Taylor Law’s Triborough Amendment, which guarantees fairness to unionized public employees during good-faith contract negotiations. Thus, such a plan shall frustrate cooperative creative solutions that could be negotiated at the bargaining table while preserving needed public services to preserve and enhance the quality of life Western New York taxpayers and citizens expect of their local government entities.
