Two Washington Street businesses, The Buffalo News and Eastman Machine Co., were not subject to Buffalo Place’s Special Charge District fees, instituted more than two decades ago because they were considered industrial — rather than retail — companies, according to a Buffalo Place representative. Since that time, The News has provided in-kind services, such as advertising, to Buffalo Place in support of the organization’s efforts to promote downtown. A proposal to reverse that arrangement will not be referred to committee, according to the Buffalo Place representative.
